What Is Arizona's Home Plus Program?
Home Plus is Arizona's flagship down payment assistance program, administered by the Arizona Industrial Development Authority (Arizona IDA). It pairs a 30-year fixed-rate mortgage with up to 4% assistance for down payment and closing costs — structured as a soft second mortgage with no interest and no monthly payments.
The DPA second mortgage is fully forgiven after 5 years (60 months) as long as you remain in the home. If you sell or refinance before the 60-month mark, the DPA amount must be repaid. There are no exceptions to this rule — Arizona IDA does not subordinate the lien. The program is self-funded and available year-round without a sunset date or funding cap.

Who Qualifies for Arizona Down Payment Assistance?
- Not restricted to first-time buyers — if you haven't owned a primary residence in the last 3 years, you qualify
- Income at or below $122,100 (all borrowers on the loan combined)
- Purchase price within program limits — currently $481,176 for most programs
- Credit score of 640 or higher for most programs; 580+ on some FHA options
- Primary residence only — cannot be used for investment properties or second homes
- Must complete a homebuyer education course — free online options available
Which Arizona Counties Have the Best DPA Programs?
HOME+PLUS is available statewide — Maricopa, Pima, Pinal, Yavapai, Mohave, and all other Arizona counties qualify. Some counties and municipalities have additional local programs that can stack with or supplement state-level assistance.
