What Is Arizona's Home Plus Program?

Home Plus is Arizona's flagship down payment assistance program, administered by the Arizona Industrial Development Authority (Arizona IDA). It pairs a 30-year fixed-rate mortgage with up to 4% assistance for down payment and closing costs — structured as a soft second mortgage with no interest and no monthly payments.

The DPA second mortgage is fully forgiven after 5 years (60 months) as long as you remain in the home. If you sell or refinance before the 60-month mark, the DPA amount must be repaid. There are no exceptions to this rule — Arizona IDA does not subordinate the lien. The program is self-funded and available year-round without a sunset date or funding cap.

Who Qualifies for Arizona Down Payment Assistance?

  • Not restricted to first-time buyers — if you haven't owned a primary residence in the last 3 years, you qualify
  • Income at or below $122,100 (all borrowers on the loan combined)
  • Purchase price within program limits — currently $481,176 for most programs
  • Credit score of 640 or higher for most programs; 580+ on some FHA options

Which Arizona Counties Have the Best DPA Programs?

HOME+PLUS is available statewide — Maricopa, Pima, Pinal, Yavapai, Mohave, and all other Arizona counties qualify. Some counties and municipalities have additional local programs that can stack with or supplement state-level assistance. Does the Home Plus DPA need to be repaid?
It depends on how long you stay. Home Plus DPA is structured as a soft second mortgage — no interest, no monthly payments — and is fully forgiven after 5 years (60 months). If you sell or refinance before the 60-month mark, the DPA amount must be repaid at that time. Arizona IDA does not offer exceptions or subordinations to this repayment requirement. If you plan to stay in the home at least 5 years, the DPA is effectively free money.
Can I use DPA with a VA loan in Arizona?

Does using DPA mean a higher interest rate?
Slightly — yes. HOME+PLUS mortgages typically carry a rate about 0.25–0.75% above market because the grant cost is built into the program pricing. For most buyers, the tradeoff is overwhelmingly positive: getting $10,000–$20,000 in grant money in exchange for a slightly higher rate is a strong deal, especially if you plan to refinance when rates drop.
